2023 Only in Seattle Initiative
Through a Request for Proposals (RFP) process, OED is investing $1.2 million in the Only in Seattle Initiative to support community driven economic development projects with a focus on racial equity and social justice. Neighborhood-based nonprofit organizations who support local small businesses and communities can apply for grants up to $200,000 to fund projects that help build community partnerships, provide resources to local businesses and strengthen neighborhoods throughout Seattle.
The OIS Initiative works to build an equitable and vibrant city by investing in neighborhood business districts that are centers of local commerce, community and culture. The OIS initiative supports activities such as:
- Organizing – Creating and strengthening nonprofit organizations that can collaborate and work on neighborhood based economic development action plans
- Marketing and Events – Marketing strategies and events that bring customers to business districts and create a positive, consistent image of neighborhoods.
- Business Development – Helping local businesses stay and grow in the neighborhood
- Neighborhood Improvements – Improving the physical appearance and features of neighborhood business districts, such as parking, public spaces, transportation access, beautification.
- Clean and Safe – Projects that focus on keeping neighborhood business districts clean, and customers, employees, and visitors feel safe and welcome.
The 2023 OIS RFP has three options for applications:
- Organizing: Proposals to create and/or strengthen neighborhood-based business district organizations, or outreach activities to create action plans for a particular business district
- Short Term Projects: Proposals for one-time funding for neighborhoods that have a local organization such as a chamber of commerce, Business Improvement Area, community development organization, or other similar group that supports the business district and have a current action plan.
- Current Only in Seattle Partner Projects: Proposals for additional funding to support ongoing projects.
OED will accept applications for the RFP in two phases:

- Phase 2: New applicants can apply from September 29, 2022, through October 31, 2022.

Applications for the RFP will be accepted in two phases:
- Phase 1: Current Only in Seattle contracted partners can submit applications from September 20, 2022, through October 18, 2022.
- Phase 2: New applicants can apply from September 29, 2022, through October 31, 2022.
Application Timeline:
- September 20, 2022: Application opens for Current OIS Partner Grantees
- September 29, 2022: Application opens for new applicants (organizations that are not current OIS grantees)
- October 18, 2022: Application deadline for Current OIS Partner Grantees
- October 31, 2022: Application deadline for everyone. Applications must be submitted by at 5:00 pm PST.
- November 2022: Applications reviewed by panel and funding decisions made
- Early December 2022: Grant awardees will be notified and contracting will begin

Bilingual Assistance:
Bilingual staff are available to answer questions and help applicants complete their applications in the following languages: Amharic, Chinese, Korean, Somali, Spanish, Thai and Vietnamese. Support in additional languages is available through our language line. To request translation or interpretation services, businesses can call (206) 684-8090 and note the following information in their voicemail: name, phone number, preferred language and the type of support needed.
Eligible applicants can be business organizations, community organizations, cultural districts, consultants, or a collection of individuals that are supporting neighborhood business district strategies. To receive an award, there must be a legally constituted entity that meets the following minimum eligibility requirements. If the applicant does not meet these requirements, they can have a sponsor organization to accept and manage the grant funds on their behalf (fiscal sponsor).
- Awardees or their Fiscal Sponsor must meet all licensing requirements that apply to its organization. Companies must license, report, and pay revenue taxes for the Washington State Business License (UBI#) and Seattle Business License, if they are required by the laws of those jurisdictions.
- Awardees or their Fiscal Sponsor must have a Federal Tax ID number/employer identification number (EIN) to facilitate payments from the City of Seattle.
- Awardees or their Fiscal Sponsor must be established as a legal entity in the State of Washington OR a federally recognized or Washington State-recognized Indian tribe
- The Awardee or their Fiscal Sponsor’s status as a legal entity must be in good standing and must not have been revoked in the previous calendar year.
- The Awardee or their Fiscal Sponsor cannot be on the list of current entities disbarred or suspended from receiving federal funds.
If you do not meet these legal requirements and do not have a fiscal sponsor, you can complete the application but will need to find a fiscal sponsor before you can receive a grant contract if your proposal is selected. The application has a question to indicate that you need help finding a fiscal sponsor.
The following criteria will be used to evaluate applications and determine funding awards.
- Equity: Projects serving high displacement risk neighborhoods and/or projects focusing support for BIPOC businesses and communities.
- Progress: Does the district and/or partners demonstrate a record of collaboration and successful project completion? If the request is for a one-time project, does the project fit into a typical OIS action plan for business district development? If applicant is ongoing OIS grantee, are they making progress on their action plan?
- Community Supported: Is the project directed by and directly benefiting the community, and does the organization(s) have a history of work in the community?
- Program Alignment: Will this proposal advance or sustain organizational capacity to serve the district following the OIS program model? If new or organizing, does the district show potential and willingness to engage in the model? If district is ongoing OIS applicant, are they keeping their action plan current? If request is for a one-time project, will it help the district make progress on building capacity and/or achieving goals? If the district has other resources, are they proposing to match the request?
Screening
Applications that are started in the system but not submitted by the deadline, those that are incomplete, or do not meet minimum eligibility requirements upon initial eligibility screen will be deemed ineligible and will be eliminated from further consideration.
Rating and Selection
All eligible and complete applications will be reviewed and individually scored using the Selection Criteria by members of the review committee. Following the review process, including interviews if any, the review committee will forward its funding recommendations to the OED Director for final decision regarding the award(s). Notification of investment awards will be sent to the primary contact of the applicant indicated on the application.

2. How do I know if I should select the Option 1 or Option 2? Will it reflect poorly on us, or will we be disqualified if we make the wrong choice?
You will not be disqualified if you complete the application for one option, but the review panel thinks another option is a better fit for your proposal. Applicants can consult with an OED team member to discuss which stage you are in to save you time preparing your application.
3. Where can I get funding for an individual project or event in my district?
If your project or event is part of a larger business district plan, it can be part of your application under Option 2. The Only in Seattle Initiative is designed to strengthen community-based organizations to grow and serve their districts better. One-time events or projects that are not part of an action plan are not generally the focus of this initiative.

4. What should I do if I have an issue with the Fluxx application portal?
If you have issues with the application portal, immediately save your work, and contact an OED team member right away either by email or phone. We will investigate the issue and try to resolve it quickly.
5. How do you determine what is a neighborhood business district?
Generally, a neighborhood business district is an area of commercial activity/zoning that is embedded within or surrounded by a residential neighborhood. They have a mixture of residents, businesses and others such as employees or shoppers using the district. You can describe your business district - the geographic boundaries, the businesses, the people served, etc.
The city does not have an “official” list of areas that are considered business districts but has lists of neighborhoods and Urban Villages that can be referenced.
6. What is a typical grant size?
Grants vary by organizational stage, size of the business district organization and complexity of the work. Grants range from $25,000 to $200,000. Organizing grants are generally in the $20,000 - $50,000 range. We look closely at the budget requested and consider our experience with similar project costs to determine final grant awards.
7. Our community has created a vision/neighborhood plan/or other such planning process. This vision/plan is still relevant to our business district. Can we use this as our "Vision" or do we need to create a new one? Alternately, our business association/chamber has a mission statement. Is that an acceptable "Vision?"
A business district “vision” and “action plan” is something developed by a group of community members who are representative of the business district. They are compelling to you and based on your district's individual strengths and needs. It is not something that one person creates on their own to apply for the grant. If there was a community process to develop a vision and action plan that continues to feel relevant to your stakeholders, that is probably a broadly shared vision. If you have reached out to all major stakeholders in the district and have agreed on the vision and action plan, this can also demonstrate that it is broadly shared. It is also best if the vision is specific to your district and is directly driving the strategies in your plan. You can upload a copy of your vision and action plan to your application in the Optional Documents section at the end.

- Sạch Sẽ & An Toàn - Khu thương mại trong khu phố sạch sẽ, khách hàng, nhân viên và du khách cảm thấy an toàn và được chào đón.

Ứng viên mới có thể nộp đơn từ ngày 29 tháng 9 năm 2022 đến hết ngày 31 tháng 10 năm 2022.
Đơn xin tài trợ phải được nộp bằng tiếng Anh, nhưng nhân viên song ngữ luôn sẵn sàng trả lời các câu hỏi và giúp quý vị hoàn thành đơn xin tài trợ của mình.
